A 34-year-old Shelton man who has been following his ex-fiance, despite police warnings, was arrested Tuesday on stalking charges, Fairfield police said. Filipe Monteiro, of White Oak Road, was taken to police headquarters after officers received a 911 call from his ex-fiance, notifying authorities that he was waiting for her outside her home, police said.
